اثر مخارج دولت بر رشد و همگرایی بخش کشاورزی (رهیافت پانل دیتا)

چکیده

در دهه‌های اخیر رابطه بین اندازه دولت و رشد اقتصادی یکی از موضوعات مورد توجه اقتصاددانان بوده و نظرات متفاوتی در این خصوص ارائه‌شده است. در این مقاله به بررسی اثر اندازه دولت بر رشد بخش کشاورزی و همگرایی آن در استان‌های کشور در بازه زمانی 95-1386 پرداخته‌شده است. در این تحلیل ابتدا تابع تولید دوبخشی رام مدنظر قرارگرفته و سپس به‌منظور تفکیک اثرات انواع سرمایه از مدل تعمیم‌یافته مدل منکیو- رومر و وایل استفاده شد. در نهایت الگوی اقتصادسنجی با استفاده از داده‌های پانل و روش اثرات ثابت برآورد گردید. یافته‌ها نشان داد که بزرگ‌تر شدن اندازه دولت اثری مثبت بر رشد بخش کشاورزی خواهد داشت. همچنین دخالت دولت، موجب کاهش سرعت همگرایی بخش کشاورزی در بین استان‌ها می‌گردد. افزایش سطح زیرکشت، مکانیزاسیون، آموزش کشاورزان، سرمایه فیزیکی، اجتماعی و انسانی ازجمله عوامل مؤثر بر رشد بخش کشاورزی می‌باشند. با توجه به اثر مثبت اندازه دولت بر رشد بخش کشاورزی پیشنهاد می گردد، اجرای سیاست کوچک‌سازی دولت و کاهش حمایت‌های دولتی در زیربخش کشاورزی به‌صورت تدریجی و با در نظر گرفتن تمامی جوانب امر تحقق یابد.
