بررسی رابطه تخصیص منابع بین بخش‌های اقتصادی و توزیع درآمد شهری و روستایی در بین استان‌های ایران

چکیده

براساس ادبیات اقتصادی، رشد همراه با توزیع عادلانه درآمد موجب کاهش فقر است. برای تحقق این امر برخی نحوه تخصیص منابع بین بخش‌های مختلف اقتصاد را مورد توجه قرار داده و برخی دیگر نشان می‌دهند که افزایش امکانات زیر بنایی در مناطق محروم، موجب رشد توام با کاهش نابرابری در توزیع درآمد است. در این مطالعه تأثیر تخصیص منابع بین بخش‌های اصلی اقتصاد بر توزیع درآمد شهری و روستایی در مناطق مختلف (با سطوح متفاوت از برخورداری) مورد بررسی قرار گرفت و به همین منظور از اطلاعات استان‌ها برای دوره (93-1386) در قالب الگوی پانلی استفاده گردید. نتایج الگوها نشان داد حصول به هدف رشد اقتصادی که توام با کاهش در نابرابری درآمد روستایی و شهری باشد در مناطق نیمه برخوردار از طریق افزایش سهم بخش صنعت و به خصوص بخش کشاورزی امکان‌پذیر است، اما افزایش سهم بخش‌های کشاورزی و صنعت در مناطق محروم فقط موجب کاهش نابرابری درآمد شهری است و در صورتی موجب کاهش نابرابری روستایی می‌شود که مناطق محروم نیز به امکانات زیربنایی در سطح مناطق نیمه‌برخوردار مجهز شوند. این در حالی است که در مناطق برخوردار، تغییر در تخصیص منابع بین بخش‌ها در تحقق رشد توام با توزیع مناسب درآمد شهری و روستایی کارایی ندارد.
