Abstract Among different water usage in Iran, agricultural sector with 94 percent is the largest water user. Considering the share of agriculture in water usage, farmers are the main factor in water resources management. Therefore, optimal utilization of irrigation and drainage networks would depend on farmers’ effective role. Due to the limited water resources in different country regions, including Sistan plain, that seems necessary to protect it. This study investigates Positive and negative impacts, activities that would be privatized and problems that arose during implementation of transferring in Sistan plain. Studied sample included 150 users and experts in 1388. Results showed that transferring would result in reducing water resources extraction and improvement in agricultural sector in studied area. Eventually some recommendations were proposed to improve the transferring program. JEL Classification: M11, Q15, L33

AbstractAgricultural research and promotion are factors of the same system that activity in different organizations framework and have common marginal goal. Therefore, The Joining between research and promotion is important. Both activities are very important, therefore the investment in one part should not have had effect in other part. Therefore, total Goal of this study, is consideration of Substitution or supplementary relation between investment in agricultural research and promotion. Therefore, The Productivity model was used; also, Total Factor Productivity was calculated with Tornquist – Theil indicator. Data was collective from different sources, during 1979-2004. The Results was shown one percent increasing in agricultural research investment, increases total factor productivity 0.080974 percent. Also 1 percent increase in promotion investment; increases total factor productivity 0.038398 percent. The variable of interaction between research and promotion has had significant with negative mark. To become negative this variable shows the both of these variable effect with total factor productivity and these are substitution, the reason is lack of research and promotion budgets in agricultural section.

AbstractIf pastures become exploited correctly and also with reforestation and reformation, it would provide expected needs of agriculture section and also primary needs of raw materials in some part of industry. On the other hand, it becomes one of the safe bases of economy. So this study is about economic analyze of pastures assignment in framework of Lander grass projects in khorasan razavi province. In this order, by using two stage cluster sampling, at first amours 221 projects of pastures holding, 38 of them were selected from eleven cities of khorasan razavi province. Then randomized production function was estimated for these pastures. Basically, amounts of technical efficiency were calculated and also in this manner and rand cost function and its economic efficiency was earned. Results show that pasture holding projects in khorasan razavi cause to increasing in his production about twice (or duplicating his production in comparison with period before assignment). Also average amounts of technical efficiency of selected projects became 80 percent and for economic efficiency 35 percent, and finally about 44 percent in designation efficiency. Studying valid factors on inefficiency of pasture projects show that variables such as loan, pasture expanse, instructions and period of project performance have positive influence and variables such as; exploiter numbers have negative influence on technical efficiency of pastures.
