چکیده

يکي از چالش‌هاي فرا روي دولت‌ها در قرن اخير بحران‌هاي زيست‌محيطي مي‌باشد. دولت‌ها و سياست‌گذاران با اعمال سياست‌ها و برنامه‌هاي خود تلاش مي‌کنند تا بر مشکلات به وجود آمده در حوزه محيط‌زيست فائق آيند و اثرات منفي و زيان‌بار مداخلات انسان بر محيط ‌زيست را کاهش دهند. يکي از راه‌هاي کنترل و کاهش تخريب زيست‌محيطي، استفاده از ابزارها و روش‌هاي اقتصادي نظیر مالیات بر فعالیت‌های مخرب محیط زیست مي‌باشد. اين مطالعه با هدف برآورد ماليات سبز مناسب بر انتشار گاز متان در صنعت گاوداري شیری استان همدان صورت گرفته است. براي اين منظور، آمار و اطلاعات مربوط به 44 واحد پرورش گاو شیری استان همدان به روش نمونه‌گیری ساده انتخاب و داده‌ها برای هزينه توليد اين بخش از طريق تهيه پرسشنامه در طي سال 96-1395 گردآوري شد. با محاسبه سهم هزينه‌ها با لم شفرد، معادلات تابع هزينه ترانسلوگ و سهم هزينه به صورت سيستمي و با روش (ISUR)، برآورد شد. مقدار ضريب تعيين (R2) محاسبه شده به صورت تک معادله براي تابع هزينه ترانسلوگ 99/0 بوده که بیانگر توضیح 98 درصد از تغييرات هزينه کل توليد شير توسط متغيرهاي مقدار توليد شير، قيمت خوراک دام، دستمزد نيروي‌کار، قيمت انرژي و قيمت دارو واکسيناسيون می‌باشد. همچنین نتايج نشان مي‌دهد مقدار بهينه ماليات سبز بر انتشار گاز متان در صنعت گاوداري شيري استان همدان، 1/1 درصد از درآمد اين صنعت را شامل مي‌شود. بنابراین بر اعمال مالیات سبز به منظور کاهش انتشار گاز گلخانه‌ای متان تأکید می‌شود.
